Minutes of the 2005 Independent Volunteer Rifles
Mid-Season Meeting
August 21, 2005
Petersburg National Battlefield

I. Invocation – Mike Hendricks
Mike Hendricks opened the meeting at 1317.

II. Determination of Quorum
    A. Secretary Brian McPeters determined that a quorum was present. Each unit has the following number of votes:
        1. 23rd VA - 5 votes
        2. 15th VA – 5 votes
        3. PCG – 2 Votes
        4. 3rd VA – 5 votes

III. Reading of Minutes and Secretary’s Report
A. Secretary Brian McPeters proposed a motion that the minutes be accepted as recorded. Approved by voice vote.

IV. Reading of Treasurer’s Report
A. Treasurer Brian McPeters read the same treasurer’s report from the Planning Meeting, as nothing has changed
B. Treasurer Brian McPeters made a motion that the treasurer’s report be accepted as read. Approved by voice vote.

V. Committee Reports
    A. Events Committee
        1. Report back to Mike H. by September 15, 2005 with your unit’s representative.
        2. Annual Meeting 2006 Event List

Committee Reports were accepted via a voice vote.

VI. Old Business
    A. Through August Season Review
        1. Larry Nordvig is organizing the IVR effort to support Pamphlin Park in September. September 17-18, 2005. Contact Larry Nordvig if you have people interested. Need 24 people. Impression will be Summer/Fall 1862.
        2. COI and McDowell were great events.
        3. Burkittsville will have an awesome march route along the Appalachian Trail. Battle will take place on same ground as the 16th VA. Participants Numbers are at realistic ratios.
        4. Payne’s Farm is coming up at the end of October. Registration Deadline is August 28, 2005.
    B. Insurance
        1. Still can not afford good quality insurance. Mike R. and Mike H. are looking over the paperwork from the SWB and PSL. SWB and PSL pay $400 or $500 per unit. Is it necessary when we are covered by NPS and/or municipality.
        2. Mike H. to coordinate with the SWB and PSL about going together for insurance in 2006

VII. New Business
    A. Application for IVR Membership by Princess Ann Greys
        1. Letter submitted to Mike H.
        2. Application approved by voice vote.
    B. IVR Event Information
        1. Burkittsville – get registered
        2. Payne’s Farm – Event starts Friday evening, so be prepared to walk onto the field in action Friday night and Saturday. Registration Deadline is August 28, 2005.
        3. Fredericksburg Living History – December 10-11, 2005. See Brian for details. Date may be shifting to the prior weekend.
        4. IVR COI tentatively set for weekend of March 4, 2005
    C. Proposed By-laws Amendment on IVR Governance Structure
        1. IVR member unit sponsoring event
        2. IVR by-laws amendment on removing battalion designations from officers, removing battalion staff and 2nd Vice President.

VIII. Closing Remarks
Mike Hendricks closed the meeting by stating that he had enjoyed the time as IVR President, and complimented the members. He informed the members of the IVR that he will not seek nor accept a nomination for IVR President in 2006, but he may consider a lesser role on staff. All in attendance agreed that he has done a great job as IVR President, and all look forward to the future.

Meeting Closed at 1503.

IVR Annual Meeting will take place at 1300 on 12 November 2005. Tentative place is the Fort Harrison Meeting Cabin at Richmond National Battlefield.
